
In his speech addressing the nation on 15th August, 2022 Honourable Prime Minister of India, Shri Narendra Modi had given the clarion call of “Jai Anusandhan” on the occasion, pointing out the importance of Research and Development in our country. The National Education Policy (NEP) 2020 had also identified research as an important aspect for outstanding education and development in our country.

On the morning of 26th November of 2024 PM Shri Narendra Modi published a post on X.com, regarding a revolutionary development in the Indian academic community. In the post PM Modi writes

In light of the goals of Atmanirbhar and Viksitbharat@2047, the Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the One Nation One Subscription (ONOS) scheme to ensure that all students, teachers, and researchers at national and state universities, as well as national research and development institutions, have nationwide access to peer-reviewed, internationally-recognized journals and articles with a high impact factor. This will boost the Indian academia paradigm and flourish research at nation-wide level.
The ambitious ‘One Nation One Subscription’ (ONOS) scheme, will provide unified access to over 13,000 journals for all central and state-run higher education institutions in India. ONOS is scheduled to launch on January 1, 2025, and is coordinated by the Information and Library Network Centre(INFLIBNET) under the University Grants Commission (UGC). INFLIBNET will coordinate central payments to numerous key international publishers, including Elsevier ScienceDirect, Springer Nature, Wiley Blackwell Publishing, and others which will replace fragmented subscription models currently in use by national universities, enhancing accessibility and fostering research excellence. With a budget of ₹6,000 crore for three years, the ONOS initiative aims to democratize academic resources, promote interdisciplinary studies, and empower students and researchers.
